I would take a look at Amibroker.  It is in the formative stages of
development but does have backtesting capability for EOD data.  But more
importantly, it has true developer support.  The developer has put out 4
updates in the last month based on the suggestions of the users.  There is
an active user group at egroups and the developer actually responds to
users! (Imagine if other vendors did that).

It has a programming script language, but it also has the ability to slip
into VBScript or JScript if the scripting language cannot meet your needs.

>From a cost standpoint, it can be evaluated for free, and when you purchase
it is $69.00.  But don't let the low cost fool you or put you off.  It is
more capable than most end of day programs.

I would recommend that you look at the newsletters available on the website
www.amibroker.com to get a good idea of what the program can and cannot do.

Now if it could only do real-time....
