I had that happen the first time I installed B23 (from win 98 safe mode).  I
tried a second time (going back to 21 and then reinstalling)  this time
turning the computer off before restarting and everything worked fine.

One thing I did notice, upon the first new y2k symbols being added on a
morning update, some did not show up on the symbol list immediately -- they
were added, just didn't display.  Closing/reopening server and everything
was where it was supposed to be.
