Hey Super,
I solved this problem; finally. In case anyone else comes across a similar issue I'll write out what I did.
1. Find the TradeSim Dll in the External Dll folder.
2. Right click on the TradeSim Dll
3. Select Properties
4. Select the 'Security' tab at the top
5. Click on the Advanced button
6. Select the Edit button under the Permissions tab
7. Change the permission level for Users from "Read & execute" to "Full control"
8. Close all Properties windows
This allowed MetaStock to open the TradeSim Dll when it starts.
I hope none of you ever need this.
