Whoever told you to reformat your HD and start over has rocks in their
heads. 

To track down evil doers on your system, before you roll back the
registry get a copy of HiJackThis.

Run it and it will show you everything that happens on your computer
during startup. Expect it to be several pages long. It takes awhile to
learn what is suppose to be on your computer and what is not. You can
find hijackthis reports on the web that explain what a lot of the
stuff is that is loading. 

When I get a new computer I run a hijack report. It's a clean, lean,
and pristine report. After I load new software I run it again and keep
the back copies. Any time I suspect there is something that is not
suppose to be on my computer, I run the hijackthis report and compare
it to the previous reports that I knew were fine. Amazing what you find.

The only antivirus software I have used that doesn't cause problems
for MS is AVG. 

My Dell XPS 700 system came with MacAfee. I hate MacAfee but Dell paid
for 3 years so I left it on. I ran into a few problems in MS caused by
MacAfee but I was able to tweak it out. Then MacAfee came out with
there Vista compatible version and forced me to load it on my machine.
All kinds of problems started happening with MS and MacAfee had
removed many of the tweak features I had used to get around the
problem before. 

A couple of issues have never been resolved. MS writes and rewrites
entire directories, not just files, many times. It downloads data from
the net and moves it in and out of memory. All of these operations
cause major problems for the security in Vista. Microsoft got tired of
the criticism about their security, which sucks, so they made Vista
annoying, inflexible and draconian. Of course it's safe now, you can't
do anything with it. 

Your MS 10 problems are likely related to your security programs and
Vista security. 

Here's what I do to make my computer safe--no viruses, trojans or
other crap in five years. 

I use a hardware firewall, no software firewalls. I use FireFox
instead of IE. I never use Outlook for anything. Every single day I
use Iclean to strip all cookies and other problem files from my
machine. I turn off all windows OS antivirus and firewall programs. I
have file share set to no. I use Ad Ware and Spybot to remove the
occasional piece of dirt that gets through. And I run hijackthis.

I have everything in MacAfee turned off except the minimal antivirus.
As soon as the subscription runs out in a few months, it's back to AVG. 

I don't know if this will fix your problems, but reformatting your HD
won't either. 

MS needs a total platform overall. It's a very inefficient program in
terms of file handling and data movement. Most MS problems involve
antivirus, firewall software, graphics cards, or upper memory
management. There are other problems related to hyperthreading and
graphics acceleration, but those don't happen often.
