HyperSnap DX Pro allows you to set the number of dots per inch (dpi)
in a gif file and convert one with a high dpi to a lower dpi. I find
48 dpi good enough for email attachments.

This feature often allows me to attach a gif to a post to this list
to get under the 15K size limit...
