Received quite a number of replies to this post and it appears a
clarification is in order. The behavior of "Hang-up after sending and
receiving" has varied among OE versions:

IE4/OE4: with this box checked, OE always hung up the connection after
send/receive. Since I maintain an open internet connection during the
day, this meant I had to uncheck the "Hang-up after sending and
receiving" box in OE. If I forgot to check the box before leaving the
computer for the day, OE would leave the connection open for the
remainder of the night/weekend when it periodically checked for mail.

IE5/OE5: with this box checked, OE hung up the connection if OE
established the connection and OE did not hang up the connection if it
did not establish the connection. This was a welcome change because OE
would not hang up connection during day, but would hang-up connection at
night when it periodically checks for mail.

OE5 Update: behavior has reverted to the IE4/OE4. So far, I have found
no setting in Tools>Accounts>Properties or Tools>Options>Connection
which will permit me to restore the behavior prior to the update.
