Database Access Error:63 TS2000i won't start Global Server

I've reinstalled TS 2000i ProSuite and still get this error.  The charting module starts(but I get
the error when I try to open a chart) and the Global Server doesn't start.  This is the error
message:

OR_UNI
Database Access Error: 63
Disk or Network error
Driver's SQLSetConnectAttr failed

I just tried a straight reinstall, didn't go into the registry.  But the problem continues.  Any
suggestions on handling this?
