Each DSL provider has only one person who understands everything.  This
person is the Tech Grand Poobah.  Customer service is full of hundreds
of people who read off of trouble-shooting scripts, and probably don't
have dsl themselves.  They are also
afraid of the Grand Poobah, because if they cause him to waist his
time on the technically challenged, he will throw the guilty customer
service representative into the fire pit.  So, you will get resistance
from them, and will continue to suggest that you "turn off your DSL modem, un-plug the modem, wait 30 seconds, and plug
the modem back in again."  Stuff like that.

Therefore, you will have to call customer service several times in
order to finally get the Poobah's attention.  After all, he is the
only one that can fix your packet-loss problem.
