New SEC Fee Structure

The current SEC fees have been reduced from $0.01 for every $300 of sale
proceeds to $0.03 for every $2000 of sale proceeds.  As before, if the
computed SEC fee is not an even penny multiple it is rounded up to the next
higher penny.  This results in a fee which is 45% of the prior SEC fee
(prior to rounding).
