Well, yes...
I should have clarified that I was talking about XP Pro, not the
Home Edition which constantly checks itself for validity and "calls
home" all the time. XP Pro doesn't even require you to register it,
although it's "encouraged."
XP Pro can be configured to eliminate or disable the spyware
features. It takes a bit of work tweaking it, though.
