TS2K - Clicking on Charts Toggles Icon Bar On and Off

Here is another TS2K pet peeve.  On certain workspaces, clicking on a
certain chart makes the icon bar disappear, while clicking on another chart
on the same page makes it reappear.  Have you experienced this, and how can
you make it go away?
