Set the number of bars scanned to 100 or greater instead of "Minimum Records". ADX() uses Wilders Smoothing internally, and Wilders Smoothing is a variant of an Exponential Moving Average. Exponential Moving Averages use ALL available data, not just the "periods" parameter of 14 bars given by ADX(14). You won't get accurate exploration values unless from an EMA unless you use at least 5 times as many bars than that parameter.
The MetaStock Explorer is not clever enough to estimate the number of bars required, and with a setting of Minimum Records it would produce your result from just 14 bars.
