[EquisMetaStock Group] Bollinger Band (BD)

How do u interprate & make use of BD in TA(technical analysis) of 
stocks.
If the closing price is at or above the upper band,is it time to sell 
or that the price keep on moving up & rally even more.

Similarly,the reverse is true when the stock price touches the lower 
band or goes lower than that it is time to buy or to sell.

Any advice is appreciated.
