Market makers and locals are buying the bid and selling the ask and
pocketing the difference ... they do not run inventory. NYSE specialists
are maintain some net long/short positions to accommodate liquidity
requirements but, contrary to what the NYSE would like the public to
believe, specialists do not absorb speeding bullets...none of them have
the capital. There are in fact spots where nimble traders can step in
and buy declines and sell rallies but that is another issue.
