I believe tax revenue went up.  Reagan's mistake was his spending went up
higher, possibly something to do with his Star War project.  The reason tax
revenue goes up is that the population as more dollars to spend.  Each time
that same dollar is spent.  Who collects taxes each time it is turned over
from one business to another business.
