Short sales have to be made on upticks on all exchanges for all stocks.
There are two exceptions, and those are (1) for the symbol SPY on the AMEX,
which is an S&P desposit receipt that sells for about one-tenth the S&P and
tracks it; and (2) for WEBs, or "World Equity Benchmarks," similar to
"country baskets" but indexes rather than groups of stocks, available for a
dozen or so countries; I believe the WEBs are also sold on the AMEX.
