ts8 order execution

Anyone besides me have order execution problems this morning? I got no
response for close to 30 seconds for matrix orders placed a few minutes
after the oil report. It just sat there in limbo, couldn't cancel until it
was received...cancelling took just as long as placing the order. Ten
minutes later it was better, but still slow.
