Someone else wanted to hear what I found out about this.
Well, I went ahead and renamed the file mentioned above, and ran the PowerEditor to export some studies. Looks like it worked - the remembered list was completely cleaned out, and I didn't experience any problem.
The OR_WORK.CFG file looks like a pretty harmless thing - mostly ascii characters showing the paths to the previous archives, with a few binary control characters thrown in to make it more confusing than it needs to be.
