OT: Windows 98

A friend of mine has an older PC with Windows 98 factory installed on 
it.  The only CD she received was a "quick restore" CD which formats the 
hard drive and puts the PC back in the original condition it came from the 
factory.  Does anyone know if this CD can be used to load Windows 98 onto a 
separate computer with formatted hard drive, or will it only work with the 
computer she bought?

i.e. will this "quick restore" CD contain the full version of Win98 and 
have no problem installing on a second PC?
