My guess is that your COM4 port shares an interrupt with either COM1 or COM2
which is already used by either a modem or a serial mouse.  I seem to
remember that serial ports use one of two interrupts, 3 or 4.
I do not know the specifics, you would have to check in Device Manager and
if a conflict exists, you will need to remove it..
