The deal you speak of does not exist yet and is unlikely to until April 2001. 
 

The deal prior to 12/18/2000 beat it hands down. The Merc provided the 
terminal, the software, three phone lines, one of which was a dedicated 
leased line directly into Globex2 (i.e. no Internet). The monthly charges for 
these additional lines was paid for by the Merc - (you don't even get a bill) 
and all for the same $400/month.

Now THAT was hard to beat. But, post 12/18/2000, if/when they develop the 
VPN, their set up will still be about the best - although GL/Trade is the 
worst of the 'certified' vendors' software. 

So, while the installation fee is no longer applicable, you now provide the 
machine, the line(s) and most importantly, no longer have a direct 
connection. 
If you're looking to scalp, then you will be impacted (unless you pay the new 
price - $1400/month). If you position trade, then you don't need anything 
more than IB, PFG etc. anyway  - and their software is free.
