Have you got your money yet? With a CFTC decision in your favor is it easy to get your money or is it like small claims court where obtaining a judgement and collecting on that judgement are 2 different things?

I recently won a decision at the CFTC and was awarded damages somewhat
greater than I asked for. The case was quite a bit more clear cut, but the
examiner held that since the broker had failed to properly carry out the
order, the order became an order for the firm and I was entitled to 100%
restitution as though I had not placed the order.

No arbitration agreement prevents you from taking your case to the CFTC if
you feel that one of the CFTC's regulations has been broken. However, having
lost an arbitration, I don't believe that you can now apply to the CFTC.
Their website has the regs.
