[EquisMetaStock Group] Stochastic Pop

Hi all,
 
Does anybody have a formula for the Stochastic Pop 
system by David Steckler, which helps identify stocks that are ready to breakout 
and begin a sustained upward price move.
 
It is also known as popsteckle.
 
Any help would be greatly appreciated.
