Just right click on a toolbar select Customize | Toolbars tab.

 

You can create a new one (to save your custom buttons in case you want to reset them later)

 

While the Customize window is open you can Ctrl+[left click] drag ( =copy) any button to a new location, including the menu bar…

You may not be able to drag menu bar, but you can drag individual tools INTO the menu bar.

I have done this for my laptop having limited screen space and it looks like:

You may want to back up your custom toolbar into a new one too so you will be able to restore it easily.

Yes, that explains it. The MENU bar is the one that won't share a row

with others. Is there a possibility that you could consider this for

a future build? I would like that because it would give that much

more screen space.
