No. The original letter clearly says about "not backfilling automatically" in the first sentence.
And it comes up often because people generally don't read instructions.
So again here it comes how to backfill automatically:
 

Backfill Current option allows to force backfill of currently selected symbol, while Backfill All RT quote window symbols allow to force backfill of all symbols listed in Real-Time Quote window. Backfill of multiple symbols is performed sequentially (one at a time) due to limitations of TWS.

Did you read the manual?

 

Due to the limitations of TWS (only ONE backfill at a time and throttling backfill request

for 3 minutes every 40 requests) there is a special method of backfilling all

symbols implemented that steps through all symbols in RealTime Quote list one symbol at a time

(to address TWS limitation) that waits until previous symbol is backfilled prior to starting new one.
