Ara,
 From the description you have given - It sounds as though the BIOS has 
been changed somehow.
    (BIOS startup is the Text/Information displayed when you Power on 
your computer)

 1st question - Have you made any changes to your computer?
    eg
       Updated the FLASH ROM (BIOS) or made any changes in the BIOS.
       Added any or removed any cards (video,sound,network etc)
       Added or changed any CD-ROMs Harddisks etc.

If the answer is yes: Then this can be normal behaviour for systems that 
have changes.
 
If the answer is NO: Then there could be something wrong with your BIOS 
settings.
       (Or worst case - Your motherboard has become faulty)

The most common way something can go wrong with BIOS settings is a bad 
CMOS battery.
     (This battery keeps time/system settings when your computer is 
powered off)

Then the next question is HOW OLD IS YOUR PC?
    If it's 2-3 years old - Then it could be very likely that the 
battery is the problem.
