How about this [conditional title without "Title=..." statement] :
x=RSI();
k=WriteIf(x>50,"\" RSI() \""+" isHigh","\" RSI() \""+" isLow");
Plot(x,k,1,1);
or
x=RSI();
k=WriteIf(x>50," RSI() is"+"\"High\""," RSI() is"+"\"Low\"");
Plot(x,k,1,1);
for indicator builder.
This would be a reason to use "" and my 2*0.01 euro.
