Easy?Language "IncludeSystem:"

Could someone please educate me on the proper use of
IncludeSystem: ?  

Is it somehow different in TS6?

In its' simplest form, I want to define common
variables (strategy status codes) that I can
use in common across multiple strategies and
functions.

The trouble is, Vars defined in

	IncludeSystem: "InclStatusCodes"

are not recognized in subsequent strategies 
or functions.

What am I missing or not seeing?
