My data and code show the original OB triggered at 9:00 on the sell side and
then triggered a reversal to the long side at 11:00 (both Chicago time).
Given the very limited information you provided in your post I don't think
it's reasonable to expect anybody to have a 'reason' why 'yours' didn't
trigger.
