I have this problem with my Matrox G400 and G450 dual-monitor video cards
working in conjunction with some programs i.e. TS2000i Performance window
and some installation routines.  The trick is to turn off the multi-display
feature "Save/restore window positions ..." and windows come up normally.

Try changing your monitor's resolution, it may be too high. I had this
problem when running at 1600 x 1200 on a notebook. After installing you can
change the resolution back.
