I've noticed the same thing.  They're quoted in 1/64 but the minimum
actual movement seems to be 1/32.  Maybe a long time ago when
volatility was low, bonds moved in 1/64 units.

The Big point value is the same, regardless of the fraction.  I'd say
the small point value for 1/64 points would be half that of 1/32 points.
