Why use Value1, Value2,...

Coming from a programming background and being lashed 100 
times with a wet noodle for using "non-descriptive" variable names, 
why do people use the included variables Value1, Value2, etc., 
Condition1, Condition2, etc.?

I can understand doing it for something quick and dirty, but how 
about for more solid code.  Is there a performance hit by using 
declared variables?
