Tillman Moving Average, T3

Could someone post the Easylanguage code for either
the Tillman "T3" moving average or something as good? 
T3 is described by Tim Tillman in TA of Stocks and
Commodities V16:1 pp.33-37 (1998) but only MetaStock
code is given.  Jurik shows it comes the closest to
his proprietary moving average.
