Thanks to this list for pointing this problem out to me.
I'm using TS4, Build 21 - stocks only - and changed the Amex, NYSE, and Nasdaq
exchanges' Non Daylight Savings Time setting to 5th Sunday in October while running
the offline server.
The change back to -240 minutes immediately showed up and when I shut down the
offline server and started the online server (Bonneville cable) everything was still
fine.
