The registry is probably hosed.
Not sure if you have NT or windows, but you can try some suggestions from

Folks,
After 8 hours of reinstalling windows & other apps due to a crash
during
daytrading yesterday I finally got everything working again --
almost.
My desktop's icons are all lined up in tidy rows that are locked in
place. I can't drag them anywhere, nor can I copy them or put them
in
the trash. Same thing w/ icons w/in any windows. I can't manipulate
them. What did I do to get them in this state? Or more importantly,
how
can I get them back to "normal"?
