Do not use Minimum Records because ValueWhen() does not force the necessary number of bars (more than 12) to be loaded.

 

ExtFml("Multi-Frame D OHLC") from www.metastockstips.co.nz could be used to extract the January OPEN with an exploration set to any periodicity from daily to yearly, not just monthly. Default settings and the output for this indicator would need adjustment first.
