I think you can do this simply mathematically.
Do you mean 10% below the lowest visible indicator value?
Why 2 ribbons at the same position?
If you post more details we can try to help.
And: if you click on the values area at the very right side 
of the chart and hold and move (like Drag&Drop) the mouse
then you can enlarge and/or move/scroll the chart within its window.
