Hello,
You probably confusing RSI with RS.
RSI moves between 0...100 
while RS is a comparative relative strength
which is computed by dividing price of "current" symbol
by "base" symbol (index)
and its absolute value has no meaning the only thing that
means is a direction of the trend (rising / falling)
that represents increasing or decreasing strenth of the stock
compared to base security.
