I took this to mean Jay was saying THE NUMBER OF NEW LOWS could
be
higher than 1662 by the time the market closed.

can't go down within the same session.
Once a stock hits a new high or new
low in the current session, it
counts for that session. It doesn't matter
if it doesn't close there,
the event still counts.
