reason they do that is because

a: postal workers

b:CIA

c:FBI

d: Army

e:Navy

f:Marines

g:coast guard

all  fedrall employees  have their pay tied  to cost of living ,

so

it allows gov  to only give them a small increase

and give congressman and senate  big raises
