I hesitate to ask, but who were "these
  people"?

  Kent,

The only people who were not restrained by
religion to lend money, who held the secret of making glass, and who had their
own international trading network were the Jews.  There is a very strong
correlation between tolerance of Jewish people <FONT face=Arial
size=2>and the rise or fall of nations during the past 1,000 years. Many
nations invited the Jews to come, the nation would thrive, but then the local
population would become jealous of the affluence of their Jewish
neighbors and demand they be expelled.  In
many cases, the Catholic Church supported this by participating in
confiscating the property of Jewish people who
refused to convert. Oh yeah, then there was the thing that if they
converted, they were suspected of being "secret Jews" which if found out was a
capital offense.  Back to the main point. So nations invited them in
and the nation prospered. They kicked out the Jews, the nation declined.
Many times, after expelling the Jews for a few decades, they invited them
back, in order to revive their economy and then the same thing would happen
  all over again.

  Dan,

Per the history of Venice, the folks who
brought banking, world trade, and the famous Venetian glass to Venice
were imported. When the Venetians thought they could do it themselves,
they kicked these people out and then came the
  collapse.
This story was infinetly repeated all over Europe
  for about 1,000 years.

  Regards,

  Norman To
