It does show the current strength or weakness of the 
market
and if it is strong ,,(above both m/a) you do not want to 
short it,,
if it close under one m/a you sell short 50% and the other 50% 
when it is under BOTH m/a
it also is very good in showing bull or bear 
divergences,,
the 2 charts on the right that Ray R   was asking 
about IS a leading indicators as the chart volume,,
 is ahead of price  (up vol-down vol) cumulative,, at a 
rate of 3-55 days

    no it is market barometer,, it takes  all  the 
    positive technicalls on the market each day and deduct all the negative, 
    the  result is  a number that is assigned to each 
    day,,
    then it sums the total of the last 10 days to make 
    the  market barometer,,
