I am one of the people that worked on the original market designs in CA and
elsewhere.
IMHO: Avoid any utility or independent power producer (Dynegy, Enron,
Calpine, etc.) that is involved in these markets.
The reason is very simple and doesn't show up on a stock chart: regulatory
uncertainty.
The politicians in CA, D.C. and elsewhere screwed up the original market
design and will now fix it by screwing everyone in sight.  The fixes will be
random and unpredictable.  You'd be better off taking your money to Vegas
than "investing" in a utility that MAY get a government bailout.
