I do not know whether or not Lowry came up with the 9:1, but they have done
a good deal of research on it.

Incidently,Martin Zweig does credit the Lowry Reports as to the source where
he first spotted this 9:1 volume ratio .However he mentions that over the
years he(Zweig) developed his own way of interpreting the up/down volume.
