Last time I asked about this and this was about 5 years ago what was told was
as follows:

It has to be an uptick.  Also you stand in line with orders to short the
stock. Worst part is if the next short is yours and there is an uptick, but a
regular sell order comes in, it takes precedence over your short, and if that
sales causes a down tick you have to wait for the next up tick.
