The recent switch in LA from adelphia to time warner has been resulted in one outage so far for me. It lasted about 4+ hrs but the worst part of it was the lack of customer support. Adelphia was always on top of things. Their outages were always in minutes. Time warner wouldn't even give me a time frame. They said it could be hours or days. Friggin idiots at TW. The switch from PAc Bell to Att has also been painful for me. They are even bigger idiots. Can't wait to get rid of them. I've always had a great experience with cable. DSL has always been a headache. That was a few years ago.
Maybe things have changed. All I can say is have a back up.
