Try Warden Bros., a.k.a. TC2000.
Very solid product with interesting scanning and 
filtering functionality not available in other products, 
(including CSI scanner).
TC2000 programmability is so simple, 
one cannot sincerely call it programming.
Scanning speed is excellent.  
Complex scans execute in seconds; really complex.
The package is VERY reliable.
Crashes, if any almost never happen.
Symbol maintenance is the best in the industry.

TC2000 offers a standard COM+ API for VB, VC++.
Solid.

TC2000 download and distribution performance is one 
of the fastest in the industry. 
Tech support:  you can go years without ever needing to call
them, but if you do, they are open on Saturday.
For data converter, see prior notes.

Reuters, a.k.a. Metastock downloader. 
The software itself is robust, but VERY slow.
It offers both metastock and ASCII format,
but the Reuters' attitude towards symbol maintenance 
is that this is a customer problem.  
It was such an effort to maintain new additions or deletions
that I did not do it.  I just installed a new CD every quarter.
(Install runs for HOURS.)

Downloader.XL  (See also analyzerXL )
You can also purchase Downloader.XL for $39, and download
data from Yahoo for free.  It just happens to be CSI data. :-)

There are many others but these were the 
better ones I used over the years.
