recently  i  needed  a programmer to do some complicated web work on a
unix  box.  so  i looked all over for cheap programmers, found Romania
programmers  for  5  an  hour, Russian ( my first choice as i have had
extremely  good  luck  using  Russians  ) about 25 and hour and lastly
American for 85 an hour. the bids were as follows.

Romania  15,000.00 - Russia 40,000.00 - American 5,020.00 plus i don't
think  i  ever  got  the  Romania  guy  to  understand,  the  Russians
understood  too  well  and  the  American i guess thought no big deal.
Granted  this is a very rare case, but i think what happened is that i
found  someone  who  fully  understood "EXACTLY" what i wanted and had
probably done similar in the recent past and had no fear that he could
not deliver. i will say that typically Russians are very good and very
knowledgeable,  but  as  evident not always the cheapest. So you can't
always go by the hourly rate.

i  would  suggest  specking out jobs for bid on elance.com just to get
ideas  about  the  market. at the risk of insulting someone i will say
that  i  shy  away  from Indian and Malaysian programmers just because
technically they are way too vertically trained.
