Can run TS4 server alone & offline?

I'm considering setting up a separate computer to do TS4 data-related
stuff. Is it possible to run *just* the TS4 server, offline, without a
dongle? Don't need the charting or editor at all. Will the server
complain if it is not actually connected to a data source?

If it won't run, what is the current *low* price for good-forever TS4?
Anyone have one? :-)
