Your going to need a friend.

Get a Canadian friend.  Then do a web search on SafeSoft, give them
your Canadian friend's billing address and they will let you purchase
software that will allow you to put your block on another computer
that has a parallel port and create files you can move to your laptop
that will mimic having the security block on a parallel port.

Find a friend near you that already has the SafeSoft program, run over
with your security block and password and make the files on your
friends computer, then copy them on to your laptop.

PS I am a nice guy, but not a friendly person.
